With an official invitation from IRZ and with the cooperation of the temporary  body to monitor the constitutionality of laws in Tunis 13-14/12/ 2018, the member of the Constitutional Court of Jordan Professor Numan Ahmad Al-Khatib  participated in the workshop that held in Tunis for two days titled “ the Role and Status of Constitutional Court in Judicial System”
Dr. Numan participated in the Workshop through two lectures the first is titled” the Constitutional Court of Jordan- its inception, composition and its Constitutional role”, he clarified that the Constitutional Court was one of the most important fruits of the constitutional amendments in the first of October 2011 within the comprehensive national reform adopted by His Majesty King Abdullah II in the construction and development of the civil state. The appointment of the President and members of the Constitutional Court by His Majesty the King directly enhances its independence and supports its important role in protecting the Constitution through the control of the constitutionality of laws and regulations in force on the one hand, and interpretation of the provisions of the Constitution on the other hand. In the light of the stability of the basic values of the Jordanian state and its ruling in terms of Arabism, Islam, constitutional monarchy and the universality of Jordanian rights and duties, and under the Hashemite leadership that adopts these values and seeks to defend them.
The second lecture is titled “the Referral of the Claim of Unconstitutionality in the Judicial System” where Dr. Numan clarified that the Jordanian Constitution adopted a dual referral system that starts from one of the parties of the dispute to claim the unconstitutionality of a law of order that is applied by the subject judge for a pending case before the court, the judge’s court role then  is to refer it to the Court of Cassation that decides whether to refer it to the Constitutional Court or not. Dr. Numan called to take the individual case through which the subject judge can refer directly to the Constitutional Court giving him the right to challenge and refer also to the Constitutional Court and even if no party raised the unconstitutionality, he mentioned that Jordanian Constitution and the law of the Constitution Court No. (15), 2012 gave the right to the Senate, the House of the Representatives and the Council of Ministers to appeal to the Constitutional Court directly.
Many professors and members of the Constitutional Courts and Councils participated in the workshop all from Germany, Tunis, Morocco and Algeria.
